ICZM Central Java: Master Planning
As said before the Central Java Province is currently working on master planning for the coastal zone. Usually, Masterplans in Indonesia are written by companies or consultants. This time it will be developed and written by the provincial government itself. These government officials are making a big step in really understanding the ICZM process and by writing it themselves will in the future also be able to deal with ICZM challenges in a proper way. This does mean that this Masterplan will not be a thick stack of papers but will be a visual gathering of the most important issues and a strategy of the way forward. To make this masterplan system knowledge and availability of data is required, to understand the systems and the opportunities for their development. ICZM is also a management challenge: it calls for organizing and development of institutional and human resources capacities and a stakeholder network with stakeholder participation in the ICZM-process. An ICZM Master Plan offers a concept and tools to elaborate ICZM in the right direction, to make ICZM action-oriented and to make decision making and approval possible.
A Master Plan aims at the intelligent and economic spending of public and private funds for achieving the welfare of inhabitants in respect of amenity, convenience, work, health -etc. It arranges the functions and pattern of an area in a way to satisfy the present requirements also considering future opportunities and demands.
The masterplan will include:
Experiences with and understanding as well as available data of existing characteristics, issues, and challenges Desired future development and Ambitions to improve situations Expectations about the future developments and demands of public and private parties: PPP-options Considerations on the major trends and developments and the drivers behind them From this, a strategy to achieve the desired future will be derived
In a later stage, actual implementation projects can be derived from the strategy. During the process of establishing the masterplan, this portal will be updated with the latest information.
