Aim —
Strengthening of bilateral economic relations with non-OECD countries with the aim of increasing the likelihood of Dutch companies obtaining orders in those countries.
More information — Most of the budget will normally be allocated to technical assistance and related expenses but in some cases hardware can be included as well. Typical output of a 2xplore study is a comprehensive business plan which can be presented to decision makers and their financiers.

Specific type of projects — Feasibility studies, project identification, investment preparation studies
Project stadia — Exploration (market research completed)
Target world region — Africa, Asia, Americas, Europe
Specific information on target countries — All countries in Asia (except Japan), Middle and Eastern Europe (except EU member states), Africa, Latin-America and the Middle East
Criteria —
- At least two Dutch companies must have an export interest in the study.
- The expected export of Dutch goods and services must be at least 10x the requested PESP subsidy.
- Financing of the planned project, upon positive conclusion of the study, must be evident.
- A foreign counterpart (client or partner) should be present
How to apply
Application procedure — A project idea form can be found on the website. A project advisor will state on the basis of the form if futher application is advisable.
Selection procedure — The grants will be approved through the principle of 'first come, first served'.
