The availability of finance instruments for the implementation of WASH service delivery approaches (SDA) differs for each approach. None of the financial approaches (<ref> strategy that consider how best to utilize different financial instruments for an specific financial requirement) </ref> suits all SDAs. The availability of their instruments, however, is considered an enabling factor for the implementation of the SDA itself.
In the 2006 “Landscaping of Approaches to Support Service Provision of Water, Sanitation and Hygiene” prepared for [[Cranfield University]], [[AguaConsult]] and the [[IRC International Water and Sanitation Centre]] for the [[Bill & Melinda Gates Foundation]], finance instruments (within a finance approach) were considered enabling factors for the SDA.
