3.6 RZWP3K (Coastal Area and Small Island Zoning Plan)

The Coastal Area and Small Island Zoning Plan (also see annex 2) is stipulated in the Central Java Provincial Regulation. In this plan, there is a plan to develop the spatial structure of the coastal areas and small islands of the Province which includes: a. System of service centers and growth; b. Regional infrastructure network system; and c. Other activity centers. The strategy for developing a system of service centers and growth is as follows: a. Optimizing the function of service centers in coastal areas; b. Develop functions in growth centers in coastal areas, and c. Provide incentives for the development of the function of growth centers. Directions for the development of a system of service centers and the growth of coastal areas include: a. Urban Semarang-Kendal-Demak and Urban Cilacap as National Activity Centers (PKN); b. Kebumen, Pekalongan City, Tegal City as Regional Activity Centers (PKW); c. Purworejo, Wonogiri, Rembang, Pati, Juwana, Tayu, Demak, Kendal, Comal, Pemalang, Brebes as Local Activity Centers (PKL). In addition to the development of a system of service centers and growth directed as above, service centers and growth of coastal areas are also directed as Centers for National Promotion Activities (PKNP) which are determined folowing the provisions of the legislation. The regional infrastructure network system regulated in this regulation includes: a. Transportation network; b. Fishery and marine infrastructure network; c. Telecommunications infrastructure network; d. Water resources infrastructure network; e. Energy infrastructure network f. Environmental infrastructure network; g. Coastal and small island disaster control network; h. Marine research network; and i. Megapolitan development. In addition to the plan to develop the spatial structure of coastal areas and small islands in the Province, in the Coastal Area and Small Island Zoning Plan, there is also a spatial pattern plan for coastal areas and small islands which includes: a. Public use area; b. Conservation area; c. Certain national strategic areas; and Sea lane

In this regulation, it is stipulated that some coastal areas and small islands are reserved as Conservation Areas for protection purposes. The conservation area itself has characteristics as an ecosystem unit that is organized to protect: a. Conservation of genetic resources (germplasm) of waters and their ecosystems; b. preservation of ecosystems in coastal areas and small islands that are unique and/or vulnerable to change; and c. Local wisdom in managing fish resources in or around conservation areas. Management of Conservation Areas for Coastal Areas and Small Islands includes: a. Water Conservation Area and Small Islands (KKP3K); b. Maritime Conservation Area (KKM); and c. Marine Protected Areas (KKP). The strategy for managing the Conservation Area for Coastal Areas and Small Islands is carried out by: a. Establish conservation areas for coastal areas and small islands in coastal areas and small islands following their interests; b. Prevent activities in coastal areas that have the potential to cause damage and/or hurt the existence of coastal conservation zones and small islands; c. Increasing community participation in managing and conserving coastal conservation zones and small islands; d. Taking into account the principles of conservation and the interests of public use fairly and proportionately in determining the location and management of coastal and small island conservation zones. The RZWP3K document also regulates spatial utilization regulations in each area/zone; this spatial utilization regulation covers what activities are allowed, not allowed, and activities that can be carried out conditionally. Reflection The RZWP3K is prepared to complete the integrated planning in the territorial waters; the RZWP3K is prepared following the spatial planning directions regulated by the RTRW in the land area and adapted to the designation in the sea area.
