Aim — To encourage public infrastructure development in developing countries.

More information — ORIO wishes to encourage the involvement of international business in the development and realization of Public Infrastructure Projects in order to utilize the knowledge, skills and developing power of the private sector. ORIO specifically encourages SMEs to get involved.

Specific organisations targeted — Foreign (preselected) countries in cooperation with private company

Type of projects


Specific type of projects — Projects involving drinking water, irrigation, wastewater, environmental protection, energy, transport, civil engineering, health care, education, etc. Governments have chosen from the above mentioned sectors those that are most important for their countries.

Project stadia — A project needs to cover all phases, from the development phase to the maintenance phase.

Criteria — The EVD assesses applications for their demand driven character, their relevance to the applicant country’s development and for their feasibility, sustainability, social and environmental impact and the involvement of small to medium-sized enterprises. The scope of the project budget must be between EUR 2 million and EUR 60 million.

How to apply


Application procedure — An application is submitted by the central government. ORIO also welcomes applications coming from initiatives by private parties towards the (local) government. The central government, or the competent authorities can, in this case, draft and/or elaborate on the project proposal together with the private initiator.

Selection procedure — On the closing of the application round, the applications are assessed according to a number of formal requirements, eligibility criteria and evaluation criteria. The EVD is supported in this by an independent advisory committee, the ACORIO (Advisory Committee ORIO). The applications which meet the eligibility criteria and score the best on the evaluation criteria are eligible for funding.
